"Are you upset about the high cost of getting a university/college education?"
I
propose the creation of an Ontario Education Insurance Plan that will
cover tuition for the duration of the students' studies. This plan
would allow students to attend with "ZERO TUITION". We need to make
higher education reachable to all our youth. We must encourage youth
to attend trades programs using financial assistance from O.E.I.P. if
necessary.
"Have you looked at your tax bill lately?"
The
time has arrived to elect a comptroller to oversee borrowing and major
expenditures of our elected officials. A comptroller is an unbiased
third party who acts as a watchdog to ensure that our tax dollars are
protected from misuse.
The financial "books" must be made
available to the public. Transparency will give tax-payers the chance
to determine how their tax dollars are spent.
Consumer
protection laws must be introduced to stop property and mortgage
fraud. Special protection for condominium owners is long overdue.
"What else can we do to save our environment?"
It is time to make sure that the future of our planet is ensured through proactive programs.
We can: . promote clean electrical power generation; .
investigate and implement clean incineration to help alleviate "the
garbage crisis" and use the energy for heating or power generation; . reward consumers and companies that reduce or eliminate useless packaging and ensure a minimum carbon footprint; .
promote new technology for transportation. Public transit, human
powered devices and electric or hybrid vehicles can and should be
encouraged. Possible tax incentives or tax bonus dollars can be issued; . reduce TRASH as a whole; . get serious about water quality and regulation including bottled water; . implement wide-scale ground source heat installations; . give incentives for solar powered installation; .
write new building codes to allow for more energy efficiency. Older
homes can become exempt from building fees, permit fees and be given
bonus dollars for proper energy retrofits and reductions in energy use; .
develop new legislation to ensure subdivisions and new buildings are
rewarded for green installations and efficient street layouts that
allow minimum use of vehicles; . shut down coal-fired generators.
A
new "trillium certification" should be awarded to products, businesses
and industries that promote and have achieved a high level of
"environmental advancement".
"Have you been in a hospital lately?"
Our aging population needs:. more doctors and nurses in the system;
. nurses that are appreciated and reimbursed appropriately;
. OHIP patients' list that are revised and improved to prevent fraud;.
funding, both public and private, to be available to invest in new
technology and equipment. Make sure senior care homes are fully funded
for proper care.
"Are you tired of the fighting between the city and province?"
It
is evident that our municipalities have to work in partnership with the
provincial government to solve the intricate problems of poverty, low
income shelters and especially childcare.
I propose that: . block assessments, not individual property assessments, should be implemented to ensure a fair tax distribution; . re-assessment should be implemented every three years not each year, . provincial tax incentives for depressed areas should be instituted to offset any property tax increase; . infrastructure funding based on municipal/provincial/private funding should be introduced
Finally
, an agreement should be struck between the partners to determine who
is responsible for individual programs, and how these programs are
funded before beginning a new program.
"Are you concerned about crime?"
Troubled
youth and young offenders need special attention. A unique program
combining assessment, mentoring and career guidance should be developed
to guide them to become productive law abiding citizens.
